[Milsurplus] "More FCC Foolishness"

I found out about it in trying to get some Watkins-Johnson receivers and DF
gear that were being surplussed. Most of that, as manually-operated equipment,
was phased out in favor of the remote systems. I never got a line on any of the
W-J stuff (you had to have connections to be able to buy those) but I did hear a
lot about their new system.
Obviously, having such a system, and using it, are two different things.
