This is what I see happening in my area (mostly on CB)

Even giving them an exact address about 2 miles from their office has not resulted in a very 
annoying offender getting any contact.....many attempts over several years with no action

Bet this is part of why they are allowing all these FRS/GMRS radios.....things get out of hand, 
so they drop GMRS down to FRS so they do not have to actually enforce any rules. Can see 
the writing on the wall for all the part 95 2-way stuff......sell it all to the cell phone guys and let 
them chase everyone away.....can see the same coming to the ham bands above 30mhz
