[Milsurplus] Gould/Hull ATU?

Hi all,
Picked up a military-looking ATU on the e-vil place. Advertised as from a
Gould VCS-809 system, it arrived with a very brief manual. The manual does
in fact, seem to match the unit, but the manual comes from "Hull Electronivs
Company" in San Diego. It seems that Gould might have taken a commercial
unit and stuck it into a military style metal enclosure.
Anyone familiar with this unit? Model number is Hull H-402CU and according
to the manual is used with their radiophone marine transceivers models 255
and 922. Below are three pictures.

Few questions. Anyone have one of these? Manual is only like 10 pages long
(does have schematic and some very basic theory of operation). Contact me
if you have one of these I have a few questions.
Second, look at the third picture 3.jpg above. There what looks like a
metal heatsink above the blue relays and to the left of a bank of
capacitors. It came off in transit. But for the life of me, I cant figure
out what this thing was used for? There is nothing on the other side of the
board that I can tell. Could this have been some kind of big inductor or
something? Like some mass of metal? I dunno.
