In his autobiography, "It Doesn't Take a Hero," 
Desert Storm General General H. Norman Schwarzkopf recounts 
the times he and others worked for months to provide Congress
a list of recommended base closures based on the needs of 
the Services and the nation.  He said it was all a waste of time,
money and effort, because their work was ignored and the 
base closures were, in his words:  "100 per cent political."
