It appears that this was a trainer aircraft.

The control box is the C-51/ARC-4 (for the four-channel RT-19/ARC-4),
there's a J-16 or J-22/ARC-5 audio jack box, and there's that
BC-1206-C beacon band receiver.  The J-16/22 must have been used to
feed the audio from both the RT-19 and the BC-1206 to the pilot's
headset, because the C-51/ARC-4 control box contains all the audio
jacks needed for operation of the RT-19 alone.

The C-51 is set to monitor 140.58 MC (Plane-to-Plane) and 142.56 MC
(Plane-to-Ground), and transmit on 142.56 MC, assuming that the standard
RT-19/ARC-4 crystals are installed.
