First thanks to all for the feed back on your Millen 90651 - operating 
characteristics.
The suggestions to fix my Millen 90651 (Old style) worked out.  Even 
though I had performed of the suggestions the kicker was taking 2000 
grit wet sand paper  and gently cleaning off the white haze on the coil 
plugs and jacks, just a light rub made a big difference.  The grid 
current  perked up quite a bit.

Next the suggestion on how to fix the squeaky tuning and band out of 
spec alignment problems;  Were on the mark.  I learned how to set the 
back lash the squeaky tuning is gone.  I noted that on the top band 
there is a line that marks the full mesh capacitor stop setting.   By 
playing with the capacitor rotation location, stop point, was able to 
get the Dial and and frequency to sync up! Just a gear tooth difference 
in the stop position allowed the Dial and frequency to be as close as 
dead nuts as could be expected;  WWV comes in on the marks on all bands!

  BC-348-R out of storage in Dec -2007;  Storage in garage since 1987.
  Examinations showed:
   1. Power supply needed repair.
   2. Antenna align cap had a popong sound at a specific rotation point
   3. Electrolytic  capacitors used to replace the .5uf cans (1972) some 
sections were bad.
   4. Oscillator .01uf mica bypass was found to be bad.
   5. IF coils were replaced; in the past I had used improper tools to 
align up the IF causing damage to the driver slots.
   6. Replace broken Radio Shack plastic S-meter with a Metal Honeywell 
100uA in the junk box.
   7. Repainted the knobs, case, meter face, and front panel.
   8.  Align receiver.
