Thanks to Sam Stokes and David Edsall  for the info that it's for a 
DZ-* Radio Direction Finding Set.

David says: "My database lists the CRV-21562 as dynamotor-filter for 
the DZ-1 aircraft radio DF equipment.
28 VDC input / 220 VDC output. That's a pretty standard output 
voltage for a variety of radios.  Could be useful."

This gets hits in Google and Mike Hanz even has a photo of the dyno 
unit on his website.
