Thats the problem on a lot of that stuff. FCC regs often dont apply to
some of those devices. Most of the mfgs don't even consider RF emissions
from their product, or any immunity to RF. We have that now in agriculture
electronics, GPS Guidance systems and controllers on combines, etc. Two way
radios and even cell phones can raise havoc with them.
Sort of like the days when the FCC required high pass filters to built into
all TV's marketed after a certain date to reduce TVI, but somehow the tuners
in VCR's and converters were exempted. Still had TVI!

Almost certainly the inverters. The panels themselves are just silicon
junctions.
