What is the mechanism that causes degradation in output power? I do not intend to have these in the sun permanantly, just for emergency and occasional portable use.

Beware, those are amorphous cells, and will be 22 watts after six months.  Not that it isn’t useful, just don’t count on the 45W for long.

Harbor Freight has a 45 watt panel with a regulator kit that was recently on sale.I bought two but have not set them up yet  I have two 12V deep cycle batts I use to  keep a few things running when the power goes out here during the rainy season and to power green radios of course!

     Whatever solar panel you decide on, don't forget to buy a charge 
controller to go with it.  Solar panel DC output is very erratic, depending 
on sunshine (a.k.a insolation) and the output voltage can climb to somewhere 
around 140-150% of nominal batt terminal voltage.  E.g., a "12 VDC" solar 
panel could actually produce as much as 17 or so volts in bright sunshine. 
You'll need to have the controller between the panels and batts to maintain 
the proper charging voltage being fed to your batts.
 
     The controller will also shunt any excess energy when your batts are 
fully charged (their terminal voltage is at 28-29 VDC
) so you don't 
overcharge the batts.  (That's one problem with solar energy - you can't 
afford a large enough battery plant to hold all the energy that can be 
produced on a really sunny day.  This excess energy only raises the batt 
voltage, possibly damaging the cells.)
