Indeed it sounds like it is a mod transformer from an ART-13/ATC type TX.
While I did not look inside any of my ART-13s, I did find two transformers
downstairs that are almost identical to your description, and, they are from
an ART-13. These have a Collins plate on top, along with the still attached
leads for the 811 mod tubes. Ceramic insulators on each side do correspond
with yours. Your dimensions however I do not understand, but seem to be

        During My cleaning of the Shack/Shop I came across a Modulation
Transformer given to me my and Audiophile friend. he said he be leave it
was from and ART-13. The case has the Chicago Transformer Seal stamped
into the metal. The case is about four inches high, three inches deep,
and four and one half inches wide. One side has four attachment studs,
marked 1,3,4,5 the other side has three studs marked 6,2,7. On the top of
the case are painted in Orange the markings" G. E. CO, CAT 7472230,
564647, 8800-C. from the weight I would guess it would handle thirty to
fifty watts. Can Anyone help with an ID. Thank You
