That's E-bay tightening up on stuff. If the item is listed as used and functional the seller is liable evenn if the shipper rattels it to hell. On tube equipment that is a tough call and by listing that way if it arrives not funtioning E-bay can not acess him penalty aginst his record. Sort of a move for e-bay to limit the claims on the Pay-pal insurance.
