Besides the need to guard 500 KC-
Most of "overseas" air facilities early in the war, 
and a large percentage late and even long after, 
were still using 200-400 KC to talk from ground to aircraft. 
So if you had to divert to Bingo-Bongo Airfield
in Itchy-Monkey, Burma, you'd better be able to 
listen to the controller on 278 KC.
