Overlay that planning meeting with the following: The development of radio techniques in the '30s sort of paralleled that of personal communication devices in the last 10 years. On top of that put the sunspot cycle. Twelve megacycles was about as high as was useful during the between cycle lull of the mid-'30s, then the MUF climbed towards the late '30s, raising the question of whether those frequencies above 12 might be very useful after all. Realize there was no "good" equipment for those frequencies during the previous cycle, so there really was little previous experience to draw on. It must have been really a crap shoot to decide what to plan on given the meager information they had to work from.
