Todd,

If you are limited to a dozen or so, I would (a) drop 400 volt unless they 
are much cheaper, on the basis that current axial lead 630 volt metallized 
polypropylene are approximately the same diameter and length as typical 200 
volt 40's vintage ones.  And (b) do at least values 10, 33 and 47 or 10, 22 
and 47 in the range 0.0001 to 0.47 on the basis that with two in parallel you 
can come fairly close to most of the other fairly common 10% values with no 
more than two in parallel..  

As to why make a 0.47, the BC-348-HKLR and EMOPS each use 14 of them (0.5 
originally).  The BC-312 family use a similar number of 0.05.
