eBay bought 25% of Craigslist from a former shareholder in 2004 and 
given the bad blood between the two companies, they probably figure 
that's all they're likely to own, so my guess is they've decided to 
compete more directly now that Craigslist has created the market.

This is a replacement for Kijiji, a site that eBay has operated in 
various countries for years and in the us since 2007.  They are 
promising a "safer, easier and friendlier" free classified site, and I 
suspect we are not yet seeing their long-term business model yet 
although I expect it will be ad-supported.
