[Milsurplus] Big Brother Comes to Our Town

In typical "shoot from the hip" reporting, the author has contradicted herself 
in the article. In one sentence she says ..."or"... and the next sentence says 
..."and"... . It's either one or the other. 
Some of these so-called reporters must have skipped the classes on simple 
grammar.
