[Milsurplus] Hamfest taxation

I recall at the Antique Wireless Assn. the swap meet is limited to
members, or at least is not advertised outside the membership.
The explanation for this is that if it is limited to members there
is no tax issue, but if they opened it up to the general public
then N.Y. State would want everybody paying sales taxes on their sales.
