I saw this item, or one just like it, on ebay last week.  It was 
indeed a BC-348, and since it's made by Stromberg-Carlson, it would
have been a BC-348-E, -M, or -P model (all essentially identical).

I suspect that it was labeled post-WWII with the "commercial" 
IT&R ITA-20D nameplate in place of the original military name plate.
