[Milsurplus] Harris AM-7223: Main power?

Fellow techies,
I was attempting to do a simple power-on test of my Harris AM7223 amp this evening. I've got it configured for 230V input power, verified my outlet is good, and the connector is wired right (ground to pin P, phases to A and J). I did find both the 8-amp AC fuses blown, and have replaced them (they're the original ones I got with the amp, so were probably blown before I got it).
However, when I applied AC and flipped POWER ENABLE to 'ON,' nothing happens. No lights, no fan, no meter, no nothing. I checked the new AC fuses I put in, and found they were both still OK.
In going through the manual, I find references to an 'LPA ON/OFF' pin on the D-sub 25 connector. Does this pin need to be grounded, or logic-high, for the amp to light up? I'm having a bit of trouble following its path on the schematic.
