It looks like a maritime-use RDF, not one for aircraft.  There were
many similar maritime-use RDFs made 40 to 70 years ago (several in my
collection, but not this particular one).

Simple airborne beacon-band receivers did not need loops to perform RDF,
due to the directionality of the old, long-gone, Adcock A-N beacon system.
