and googled but been unable to find a TM, FM, or MCRP with any detailed info on
maintanence and set up of this antenna in the stationary or mobile modes.

If you look at the photo of the 120-66 kit, you will see the only instructions I have ever seen, the two white labels on the top flap on the canvas kit.  And, the 120-48 kit is grossly misidentified.  That is the guy string kit for use when the wind gets too high while using a small base like the 120-28.  The little bitty holes around the edge don't allow very big anchors.
