[Milsurplus] FOUR-11

Hey Gang, I have come across a Hammarlund FOUR-11 Modulator but it has a meter on it.  A picture I found on the web does not have a meter. So I am wondering, were there some with meters and some without?  It looks factory made, with holes in the inner chassis with a grommet and all.

I have ordered a manual so I will trace it out.
