I think it was to be buried.  The antenna consists of a long insulated
wire, grounded at the ends and driven in the middle.  The antenna
currents flow through the ground from end to end making a gigantic loop
antenna.  It was to be placed over the Wisconsin Shield, a large rock
formation, forcing the currents deep into the ground making a large loop
antenna.  Environmentalists argued that it would defile the forest,
crops would fail and cows would go dry, and they won.  The test bed at
Clam Lake worked well enough to go into service, and I think was only 20
miles long, vs 200 for the other proposal.  ( all from fallible
memory..)

I have seen notes of Germans copying Goliath, their Megawatt
transmitter, operating between 15 to 60 kc, sitting on the bottom of the
Gulf of Mexico in 150 feet of water, although their operating table only
shows 8 to 20 Meters deep for reception in the Mittelatlantik, und
Westlich Karibisches Meer.  Logically, ULF signals operating around 76
cycles would by copyable down thousands of feet.
