5Y3 was rectifier and didn't need shield.
6V6 was usually transmitter oscillators and
didn't need a shield. Well, sometimes they
were audio, but seldom.
RF and IF tubes needed the shield.
The difficulty was, I understand, was the
bonding of the glass wafer at the bottom with
the metal of the envelope. The East European
underground in WWII used glass because
the joint at the bottom could be lapped. And
a lower temperature was required if the joint
was really well lapped.
We used to demonstrate how rugged metal
tubes were by throwing a 6H6 against the
wall. The one advantage with glass tubes was
that one could see if the getter fired. I never
saw any glass lined metal tubes.
