They were speced for that about the same time the Navy was 
asking for < 2.1 MC ARC-5s and the .2-1.5 MC Osc for ATC.
Many of the "third world" navies with whom the Allies had to interface
during the conflict were still outfitted according to the late 1920s
international naval agreements.  I've got a copy of the assigned freqs
here if someone wants the info.
These assigned many ship functions, shore stations and even many 
aircraft missions to frequencies below 2 MC.
A patrol from the Panama Canal would routinely find and query craft
from, say, Columbia or Equador.  Merchant ships and navy ships from
these nations would be guarding 500 KC and have 
a transmitter for something like 1130 KC.
Same thing on the other side of the world-; an Iranian coast patrol
unit might be fitted with 500 KC on their boats 
and 1400 KC in their biplanes.
I'm still working on getting documentation for this, 
but am much hampered by not speaking Spanish or Portugese ;-).
If anyone has a contact for a Brazillian or Columbian or Egyptian (etc.) 
naval historian, I'd be grateful.
