I have seen various methods of denoting reconditioning, even adding a
larger ID plate held by four small screws. But the mention of just
who or what country did the refurb complicates finding an answer.
I have an RBA-1, gray... that seems to have been stripped before repainting,
and a couple RBB/RBC that had the same process. However, some depots left
the big control plate (over the IF/Audio controls) black, resulting in a
gray/black panel.
I guess establishing uniform rules for all depots was not a priority. Why
add additional paperwork and costs to already burdensome government
specifications?
