That's exactly what I've always thought.  The USN/USMC didn't do a very good
job, IMHO, at selecting decent ground, mobile, and portable tactical radio
sets for the WWII and Korean War eras.  Hence, the eventual large-scale use
of superior US Army gear by the USMC in both of those wars.  About the only
decent Navy set from those types for the era was the TCS series.

With a JAN nomenclature of RT-136/GRC-13, putting most emphasis on the
"RT-136", I'd be surprised if it was produced much earlier than around
1950.  (This is not a foolproof dating technique, as the RT-246/VRC and
the associated AN/VRC-12 illustrate...both the "246" and the "12" should
have been assigned at least a decade before these units appeared.)

"Electric Radio" May 1996 has an article on the AN/GRC-13.
