Assuming your willing to use the world standard low VHF tactical FM band, try some version of the AN/PRC-68 (or -68A or -68B).  But pre-arrange to have some people monitoring for your six meter signal.

The oldest version, the AN/PRC-68, is the smallest and lightest.  All versions of the -68 cover 30 to 80 MHz and may be set for operation on the military radio ham calling frequency of 51.0 MHz.  The -68 has carrier squelch, and transmits the 150 Hz tone required to break the squelch of later FM sets.  The AN/PRC-68 shows up fairly often on ebay.  Use the common H-250/U handset and the rubber duck antenna, or use the 28-inch AN/PRC-25 metal tape antenna.
