If reference is being made to MACV-SOG, it was "Studies and Observations Group".

Seems like very much speculation based on very little evidence.
WRT the original question about a suitable small and commonly available
military radio, try the RT-1113/PRC-68 VHF-FM set. It's mid-1970s USMC

HF parachute mobile would be quixotic, but one could try a BC-611 on 3885 kHz.
Today, the AN/PRC-148 would be ideal! See http://en.wikipedia.org/wiki/AN/PRC-148
But you'll never get one of those.
