John,

As I recall, the shipping restrictions on
alkaline batteries have to do with the
energy content of the shipment, not
necessarily the energy content of the
individual battery pack.  Remember, a
6 volt lantern battery is essentially the
same as four D-cell batteries in series.

I talked with a CSR about the order and
they agreed the two each battery order should
have been no problem.  Their system would
not allow them to override the restriction, therefore
they could not process the order. I got the
impression they simply coded the battery as
unmailable, even in lots of 1, while they were
glad to mail cases of D-cells.

I agree with you, I am only one person and
they don't care whether I order or not.
