Tony,
The .tif format is an image file, like .jpg and .bmp . An image editor like
PhotoShop should be able to open and view the files. There's an open-source
freeware program called "GIMP" that should work, too.
There are also programs that will convert image files to PDFs. I'm not
familiar with any of them, but I believe some are free or very inexpensive.
I think one is called "CutePDF".
