The issue substance for stenciling clothing was a material paint that was supplied in an applicator that for all the would looked like a cross between a giant ball point pin & a tooth paste tube. They were very messing to use, often clogged, or dried up, & it was impossible to employ any precision. As you state, it came in white & black, black being the most often used. However, the enterprising squid often purchased name patches just like the other services but made from the appropriate material. I'm guessing that WW-II navy uniforms had embroidered name patches.
