You may be very correct in your assessment on the medical and
environmental concerns of PCB, none the less, there are US
regulations on the continued use and  transfer of PCB oils and
PCB and PCB-contaminated pieces of equipment.  There may be
legal issues in other countries, as well. 

Until the PCB regulations get changed, medical concerns or not,
there could be legal ramifications related to the sale and transfer of
PCB materials, at least in the US.   I suppose the transfer of
PCB materials between two individuals could go unnoticed.  It
gets a bit more involved if one of the parties is a company or
corporation and the volume of PCB material has been reported
and there is no tracking of the proper disposal of the PCB.

I guess one has to do whatever they are comfortable with their
actions.

With that said, PCB oil has been one of the best transformer
oils ever made and my understanding is it has been difficult for the
industry to develop a substitute which worked equally well under
all conditions.
