I would not rely a great deal on most 'information' obtained at swap meets.

Perhaps if you see a Cantenna that isn't leaking, buy it if reasonably
priced, dispose of the oil *assuming that it contains PCBs*, and refill
with something you personally know about. Place a dated label on the
drum so the next owner(!) doesn't have to do the same.
