I assume that the unit power is being brought up on a Varric or and adjustable power supply.  I had a lot of success with some of my old radios applying power slowly I set 1.5V to 2V on the power buss for at lease 24hrs using a simple Radio Shack battery holder and clips.  The whole idea I have been told is to reform the capacitors not blow a hole in the capacitor plate separator.
