Yep that is correct the is because major manufactures pushed hard especially after 9-11 under the guise cant let this surplus equipment fall in to the hands of evil-do'ers.  Can fill in my thoughts from here .....

govliquidation had a full battle cruiser up for bid a few months back, go figure.
