[Milsurplus] Radio id tags

Another list memember reminded me that back in February, he had posted a 
note about finding a 51J-4 manual with Navy numbers (such as NAVSHIPS 92324) 
printed on the front and rear covers.  Title says in part R-388A/URR.

I had speculated that either the Navy surplused them without the tags or 
whoever bought them removed the military tags and sold them as 51J-4's (more 
money).
