[Milsurplus] Radio id tags

Dan I was told once that the 51J4 is the same as the R-388

Is this not correct?  If not, where is it written up?  All I can find is a 
brief discussion of one type and no reference as to the differences.

Anyone can jump in on this question.
 I was given a 51J4 a couple years ago and it has been sitting in storage, 
waiting for me to start checking it out and any info would be appreciated
