[Milsurplus] T-195 TR Delay

I never found anything objectionable about the T/R delay time in the  
T-195/GRC-19 so I never considered doing anything with the delay.
I'd say the delay is there for a reason, probably to allow for the  
correct sequencing of the circuits for transmit. If it's changed,  
something may not work right.
