Pete is right about water conduction dummy loads.
Several companies have manufactured soda-water dummy load
systems in the 250 kW and higher power levels, using a column of,
guess what, soda-water, really a salt solution, as the resistive element.
At those power levels, you have to circulate quite a bit of water through
the system and take the heat outside, but it is a very effective dummy load,
and with the proper instrumentation, a relatively accurate power measuring
system.
