Just looked at my ARB, it's contract NOs-98559, Feb. 20 1942, S/N 1-21206.

My copy with that photograph in it is "The Surplus Handbook" published in
1959 by Western Radio Amateur. But definitely S/N 2903 and Contract
NXsa-22210. Unfortunately, the nameplate layout is slightly different from
the earlier contract and if there is a date, I can't spot it, let alone read
it.
The only manuals I have on ARB and ATB both show the other contract
(NOs-98559).
