Worked in power industry for several years.  We had oil filled breakers,
34.5KV to 115KV, OCB's. And many many transformers.  Some of the old ones
had PCBs, had to drain them and flush and fill with new oil.

Higher powered breakers, 345KV, were gas filled, no oil.

In all of the broadcast transmitters of older types we had PCBs also, had to
have labels on everything noting such.  Disposal was a real headache in this
rural area. (And be compliant.)

You can usually contact a power company, utility guy, and get enough
"modern" transformer oil to fill a dummy load for free.  Most places change
oil every so often and filter it usually have some surplus around.
