[Milsurplus] What's the name for it?

I have never seen what I know as Dzus fasteners that

fit Jim Haynes' description. 

 

I have a Huntron 2000 tracker (solid state device checker)

that is part of a TS-4138/P (NSN 6625-01-255-0839).

 

The case for this piece has two SIMMONS fastners.  The

"locking" part is a rounded triangular piece.  It operates

a screw mechanism that tightens/loosens the actual

moving piece (J-shaped) which engages a similar fixed

piece on the cover.  When the operating "wing" is turned

CCW, its moving J piece extends upward and disengages

from the fixed J piece on the cover.  Once this happens

the bottom piece flips down and the lid can be opened.
