[Milsurplus] What's the name for it?

There's this kind of fastener that is used maybe to fasten the cover
to a test set, or mount something on something.  It has a wing-shaped
handle that folds down, and when turned it moves a strip of metal with
a J cross-section that engages a similarly-shaped fixed piece of metal
that is the mating part.  We've all seen them hundreds of times, but
I don't know what the name of the part is, and I would like to obtain
some of them but I don't know what to ask for.
