[Milsurplus] What's the skinny on this?

Hi Folks,
 Item 110309657244 at the usual E place.

This one is German manufacture.I was aware of a French made PA for the 
GRC-9.Is this the same? And did the US manufacture a PA for the 
AN/GRC-9 ? And if so, Where are they? ( or,if not,Why not?).
