[Milsurplus] Army-Navy inspection stamps

In compiling info on Navy R-388()/URR receivers, I have come across several
with Navy U-anchor-S inspection stamps, but missing the ID tag - so I'm not
certain if these were procured under a Navy contract or not. One receiver
even has an white anchor stamp partially overlaid by a red Signal Corps
stamp (SC in a triangle). These particular stamps were under the (now
missing) ID tag so probably were applied at the factory?
I vaguely recall something about the govt. inspector at a plant would stamp
the item according to his/her branch of service and not the particular
contract? So if a Navy inspector was at Collins and checked out a batch of
Signal Corps radios, they'd get an anchor stamp.
Is this right or am I misremembering/imagining something?

Does anyone have a good e-mail address for Tom Marcotte who compiled the
