If you happen to recall Please help identify this transformer plate 
current rating?

Not sure what the current rating of the plate windings are due to the 
paint being scratched off.

Is there a method using instrument measurements that a transformers 
windings can be estimated?
I can measure the voltage, I can measure the resistance, I can measure 
inductance of the winding in question
Is there a web page?
