You are correct. In  the Toronto area ,we started out on 25 cycles (Hz) and 
later converted to 60 cycles. All the 25 cycle supplies worked fine on 60 
cycles except the motors had to be replaced or rewound. One still sees the 
odd 25 cycle transformer around and they have quite a bit more iron in them 
to reduce eddy current losses. The higher the line frequency the less iron 
required to obtain the same transformation and efficiency.

I've never tried to use a 60 hz transformer on 400Hz but may just do that as 
I have a 400Hz supply. Its possible copper losses may be higher but I don't 
know.
