You dodged a bullet...for the moment.  Those of us who use the DoD 
systems every day are seeing a gradual narrowing of the fully functional 
ability to use other browsers.  That's not unusual - there are 
commercial sites that impose the same constraints.  The use of somewhat 
proprietary capabilities like Active-X and Javascript is increasing in 
he military because of its efficacy, and the increased focus on 
Information Assurance  in accessing even unclassified sites reduces the 
exposure.  Many of the military websites are going to a requirement for 
a CAC (Common Access Card) - basically a smart card authorization - 
which among other characteristics spells out your particular role in the 
scheme of things as a foundation for granting access.  If you can't get 
to the site, then a hacker has less of a hook to create havoc or get 
info he is not authorized to get.  From the point of view of old radio 
buffs, this may seem like the end of an era, but it has been long 
overdue from the current operations standpoint.  I hope that there will 
be an intelligent few in the Department who will remember that public 
access is generally a good thing for old data, but a concern about 
aggregation of historical information is beginning to surface.  :'(
