I don't know that any of us know specifically (one member who does have login
access might be able to get farther into the system and find the answer).
But all that really matters is that if a pub is code A, we can see it. If it is
anything else, we as outsiders cannot.
Note that there is little obvious correlation between the vintage of the
equipment, the dash number level of the pub, and the code. One would possibly
assume that it would be more likely that the operator's manual (-10 or -12) would
be accessable than the maintenance one. And that older ones would be more
likely to be accessable than newer. But this isn't always the case. I've seen
manuals where the -34 or -35 was Code A and the -10 or -12 Code D. And where
old sets were blocked and new ones weren't. For example, the R-390A example
given previously versus quite a few SINCGARS manuals that are Code A.
